The ImageBox fit the bill. It provides a simple way to migrate to jpg resolution while also providing basic crop, brightness, and color enhancement.

Works well with Windows 8. It does not give you resolution above jpg so if you want higher resolution for cherished content you will have to look elsewhere, but this solution is relatively fast and easy. Once you are done I am sure you can offer it to your friends or sell it on. Anyway a good product.
